For millions of Americans living in manufactured home communities, fair housing must ensure not only the right to but an affordable home, but the ability to remain in it—free from arbitrary displacement and unaffordable increases that put stability out of reach. Homeownership must include the fundamental security that no one else--not the government or the landowner--has the right to arbitrarily raise costs beyond reach or pull the land out from under a person's home.
